ILook is funded and developed by the IRS Criminal Investigation Division Electronic Crimes Program. ILook’s author is Elliot Spencer, Perlustro LP. Elliot Spencer currently heads the Forensic Computing of the Serious Fraud Office (SFO), United Kingdom’s anti-fraud agency. The U.S. Internal Revenue Service, Criminal Investigation Division (IRS-CID), Electronic Crimes Program began using ILook in early 2000. IRS-CID, like the United Kingdom's SFO, investigates complex financial investigations. IRS-CID recognized that in seizures of numerous computers and volumes of digital data, ILook provided a more timely recovery of data for investigative leads and evidentiary purposes. The ILook suite of computer forensics tools are developed to facilitate the needs of the IRS Computer Investigative Specialists (CIS). The IRS and Perlustro expand development to facilitate other types of computer investigations conducted by local and state law enforcement and provides ILook at no cost to local and state law enforcement. ILook is not a commerical product. It is a law enforcement only set of tools that is supported by thousands of investigators around the world. These investigators along with many U.S. agencies support the ongoing development of ILook. One of the ongoing initiatives for the ILook Program is to continue offering the ILook software at no cost to state and local law enforcement and develop the ILook software to follow National standards in computer forensics.
